Macomb County Command & Control

Macomb County, Michigan, set out to build a groundbreaking facility—COMTEC (Communications and Technical Operations Center)—designed to streamline communication and coordination between multiple county agencies and first responders. The vision was bold: create the nation’s first and largest integrated command center of its kind.

To deliver on its mission, COMTEC needed a highly advanced, centralized technology infrastructure that could support real-time collaboration across four county government departments as well as police, fire, and EMS dispatchers. The system had to be reliable, secure, and scalable—able to manage emergency communications and daily operations seamlessly under one roof.

Bluewater partnered with Macomb County to design and implement the AV backbone and technology systems that power the COMTEC facility. This included robust visualization tools, real-time data display systems, and collaboration technologies that allow agencies to share information instantly and coordinate response efforts efficiently.

The result is a state-of-the-art command and control center that sets a national benchmark for operational efficiency and inter-agency communication. Macomb County’s COMTEC now serves as a critical infrastructure asset—empowering faster decisions, better resource coordination, and enhanced public safety across the region.
